Arrow Sudoku Puzzle (Daily Sudoku League #197)

There were around 3 Arrow Sudoku puzzles that I prepared for the World Puzzle Federation Sudoku Grand Prix 2016 finals. Today's Sudoku is one of these 3 Arrow Sudoku puzzles. The theme of all these three puzzles was a face with different emotions. Today's Arrow Sudoku puzzle's theme is mouth wide open in surprise.
In fact, all three were rejected initially with two being very tough and in the one there was some overlap of Arrows in the puzzle which was not looking very good. So for one of the puzzles I have added 4 additional hints to make it easy. That puzzle I will publish it soon with and without 4 additional hints. For today's puzzle, there is no change in the original puzzle and I will rate this puzzle as tough on average an experienced player should take around 10 minutes to solve this puzzle.
