I have no idea what "Wittgenstein Briquet" means. It is just the name of a puzzle type that appeared in the Oğuz Atay Puzzle Contest (OAPC)-1 and OAPC-4 championships. When I was preparing for these events, I made a few puzzles of this type. This one is the easiest of the set. The puzzle asks you to place 1x3 blocks in the grid based on the number clues.
I am posting this as the 13th puzzle in the Mini Puzzles Series. If you have not tried this type before, this is a good one to start with. It is not too hard, and the rules are simple. I will be posting more of these soon. Give it a try and see how you like this unique puzzle type.
