Rossini Sudoku (Fun With Sudoku #105)

It is more than a year since I left my software job. However, I miss computer programming and am now trying to use my programming skills in puzzle image creation. I am trying to create puzzle images for the Sudoku puzzle, which has a converse rule. Most of the time, I am using Excel to create Sudoku puzzle images and programming to generate automated images for the converse rule. Rossini Sudoku puzzle image is generated in this way, where I programmed in Excel to draw arrows once the answer string is entered. I have created four such Rossini Sudoku puzzles. My earlier Rossini Sudoku puzzle was manually created, and it took me a long time to verify the converse rules of this puzzle. Soon I will be posting another Rossini Sudoku puzzle.
 
This Rossini Sudoku I am posting as my 105th puzzle in the Fun With Sudoku Series. Can you solve this Rossini Sudoku puzzle?
 

Rules of Rossini Sudoku

 
Classic Sudoku Rules apply. Additionally, the arrows indicate that the nearest three digits in the row (column) are in ascending or descending order (increasing towards the direction the arrow is pointing). If there is no arrow outside a row/column, the nearest 3 digits therein cannot be in either ascending or descending order.
