The Answer is as explained below.
Start both the 7-minute (A) and 11-minute (B) hourglass together. When A is over, turn it upside down. When B is over, 3 minutes are remaining in A. Not the time from now onwards. Once A is over, turn it upside down 3 times in sequence to read 3+7+7+7 = 24 minutes.
