Arrow Sudoku Puzzle (Fun With Sudoku #283)

I created many Arrow Sudoku puzzles last year. Most of these Arrow Sudoku puzzles were themed around Smiling Faces. Most of these Arrow Sudoku puzzles I submitted for the World Sudoku Championship 2017.
