Scattered Sudoku Puzzle (Fun With Sudoku #357)

Scattered Sudoku is twist given to Irregular Sudoku. In addition to Irregular regions, there will be extra nine cells in which numbers from 1 to 9 will come exactly once. In fact Scattered Sudoku can used along with Classic Sudoku after including the nine scattered cells. Anyway today's Scattered Sudoku is uses Irregular Sudoku shape.
This Scattered Sudoku, I created for  World Sudoku Championships. This was rejected as it was very tough and there was no good option left to give additional hints for making this puzzle easy. In-Out Technique for solving a Irregular Sudoku is used extensively in this Sudoku.
