If you check carefully, 999 can also be created. However, one need to think outside the box to create a number even bigger than 999 :).

You can take two matchsticks from the 8 to make a 5 out of it and put them in front of the number to create 11505

With the two matchsticks only single 1 can be created. So your answer in this case will be 1505. You are thinking in the right direction. You need to think little more outside the box to get the bigger number :)
